Compliance Suite no longer automatically creates the license set based on Office 365.
The license set must therefore be created manually in CCS.
The change is due to fix 12182 (see below) and that it is desired to prevent this error from recurring if Microsoft adds new licensing plans with new flags in Office 365.
New licensing plans will continue to be imported and appear in the Compliance Suite.
